Risk Inventory & Evaluation (RI&E)
The RI&E (risk inventory & evaluation) is the starting point of sound occupational health and safety policy. It systematically maps which risks the work poses to the safety and health of your employees, how significant those risks are and which measures are needed to control them.
An RI&E is not just a legal obligation, but also a valuable management instrument. It gives you a firm grip on your risks, prevents accidents and absenteeism, and shows employees, clients and the Labour Authority that you take safety seriously.

Wetgeving
Legal framework: why an RI&E is mandatory
The RI&E is anchored in article 5 of the Arbowet (Dutch Working Conditions Act). Every employer with staff — even with a single employee or when deploying temporary workers — is required to have an up-to-date, written RI&E with an accompanying plan of action.
The absence of an (up-to-date or reviewed) RI&E is a violation for which the Netherlands Labour Authority can impose a fine immediately. It also considerably increases your liability in the event of a workplace accident.
For specific risks, additional and more in-depth RI&E obligations apply, for example for hazardous substances, display screen work, noise, vibration, biological agents and machine safety.

A certified core expert reviews the completeness and reliability of the RI&E, so that it meets the legal requirements.
Embedding & updating

Review obligation: when it applies and when not
Whether your RI&E must be reviewed by a certified core expert depends on the size of your organisation. With more than 25 employees, a review is always mandatory.
Smaller companies (up to and including 25 employees) that use a recognised, industry-specific RI&E instrument may be exempt from review under certain conditions. Lighter requirements also apply to organisations with a maximum of 40 hours of work per week.
